Information, new procurement of Framework Agreement for revision of overhead lines in the transmission grid with requirements for services without outages

In 2024, Svenska kraftnät will initiate a procurement of a framework agreement for revision of overhead lines in the transmission grid with requirements for services without outages. The value is estimated to approximately 200 million SEK per year.

Svenska kraftnät has an existing framework agreement that covers major status-enhancing measures to ensure that the transmission network fulfils the requirements for personnel and operational reliability during its remaining lifetime. In order to be able to carry out the measures under the existing framework agreement, the prerequisite is that the lines would be out of service (assumes having an outage).

At present, the possibility of having outages is very limited. As most of the measures within the framework of the existing framework agreement can be implemented without having an outage, the framework agreement needs to be amended with, among other things, clearer requirements on the contractors' ability and competence regarding the working methods Work in Vicinity Zone and Live Working (in Swedish “ANS” Arbete Nära Spänning and “AMS” Arbete Med Spänning).

Svenska kraftnät's ambition is that all planned work in maintenance and revisions on overhead lines in the future will be carried out without outages, as the first choice.

To be able to achieve the required shift, the framework agreement needs, among other things, clear requirements for ability and competence for the working methods Work in Vicinity Zone and Live Working described in the Electrical Safety Instructions (EBR ESA) published by Energiföretagen Sverige and Svenska kraftnät's own supplement to EBR ESA, TR13-03-02.

When working with live equipment on Svenska kraftnät's facilities, it must be possible to present a training certificate in accordance with EBR's Nordic guidelines for training in working with voltage (AMS) (Order number AMS 4:19), or equivalent. Svenska kraftnät assesses whether the equivalent training is approved.

Invitation to tender

In order to be invited to tender, the tenderer must be registered in Achilles Utilities NCE under code 4.9.10 Construction of overhead lines, towers (200 kV and above) or code 4.9.16 Inspection, maintenance and repair of overhead lines, towers (200 kV and above) as well as the following parameters:

  • Management system: Documented/certified on Quality, Health and Safety and Environment
  • Membership level/status: Silver or Silver+
  • Delivery area: Sweden.

Preliminary timeline for the procurement

  • The tender will be published in Achilles Utilities NCE in quarter 4-2024
  • The estimated time for submission of tenders is four months.
  • Only those tenderers' bids that fulfil the project-specific qualification requirements will be evaluated.
